Meeting the New RBOC Lead-Free VZ.TPR.9307 and ATIS 0600020.2010 Compliance Requirements
On April 27, 2011, NTS had a webinar presentation on the recently released new Technical Purchasing Requirement (TPR) entitled, “Qualification Requirements for Printed Board Assemblies Manufactured with Lead-Free Solder for use in Telecommunications Equipment,” designated VZ.TPR.9307. This new TPR requires that PBAs need to meet the service life and reliability requirements for equipment purchased for deployment in the North American Public Switch Network. Also released is the ATIS 0600020.2010 testing requirements for Pb Free Circuit Packs.
NTS has developed the program to help clients achieve this certification.
The following was included in the presentation:
- Summary of VZ.TPR.9307 and ATIS 0600020.2010 and its implications for the supplier base
- Discussion of the new TPR and ATIS documents including the reasoning behind their existence, the program goals, what equipment must be certified, and the specific requirements for different types of hardware
- Discussion addressing options a supplier may pursue to get their product certified
For each of these options we will describe the required steps and the relevant information that must be gathered and provided to the Independent Test Lab (ITL) for certification.

Mr. Forbes has been working in the telecommunications industry for almost 30 years, 24 of those years has been with NTS. During that time he has held multiple positions including engineering manager, dynamics/seismic lab manager and has also served as a technical advisor on various committees in both the commercial and military industries.
Currently, Mr. Forbes is the operations manager for NTS’ Northeast Division as well as the Vice Chair for the ATIS STEP-NPP committee. As part of the STEP-NPP committee, Mr. Forbes was involved in the recent release of a new telecom heat dissipation document and is currently working on a new document focusing on Office Vibration.
