Safety and EMC Testing METI PSE Certification

METI, the Minister of Economy, Trade and Industry, issues the Electrical Appliance and Material Safety Law which regulates the sale of electrical appliance and materials and outlines the conformity of electrical appliance to technical requirements by meeting the PSE Certification.

The PSE certification is mandatory for some ITE equipment. The standards addressed by the PSE are Japanese standards equivalent to the IEC and EN standards. Self-declaration or approval by a certified body are both options.

PSE is the most recognized mark however there are other voluntary approvals frequently requested by importers and retailers (S-MARK). SMARK can be issued by some certification bodies (JQA), local EMC tests and factory inspections might be required. PSE is mandatory for any external power supply. Importer name must be on the product

VCCI approval is not mandatory by law but required by the market (customers, importers, retailers, etc.) VCCI registration must be done by the manufacturer (needs membership).

Radio and Telecom Testing MIC or JATE Certifications

MIC or JATE certification are mandatory for any radio and telecommunication equipment, testing must be conducted at accredited facilities against the Japanese standards equivalent to IEC and EN standards. The MIC mark must be used on the product.

The MIC Certification is very demanding on documents requiring schematics, PCB assembly drawing and unlawful productions information. Modular approval requirements are also strict. There are permissive changes procedures and factory requirements (ISO 9001 and quality declarations).
