International Approvals

Eastern Europe Safety, EMC, Radio and Telecom Approvals

One approval for all countries in the Eurasia Customs Union has been in place since 2010. Testing standards are TR 004/2011 for Safety and TF 020/2011 for EMC. User manuals can be in English for the approval but each country requires their manual in their language. From the day on which any CU Technical Regulation becomes effective, no mandatory requirements established by the Parties’ legislation shall apply. Conformity assessment can be CoC or DoC, depending upon the HS code.

The EAC Customs Union is the regulation body responsible for the Customs Union Certification or Declaration for Safety and EMC. The approval is mandatory or voluntary depending upon the HS code. Certificates are issued by the certification bodies in the individual countries. CB reports and EMC EN reports are accepted.

Russia

  • Safety/EMC: Mandatory for most of the IT Equipment
  • Radio: Mandatory for any radio interface
  • Telecom: Mandatory telecom interfaces

The Ministry for Communications and Informatization of the Russian Federation (Minsvyaz) is responsible for the FCA (also known as FAC) COC or DOC. It is mandatory for Radio and Telecom products. Testing is to Russian standards which are based on EU standards and can be conducted at local or foreign accredited laboratories. Certificates are issued by the FCA with validity between 1 and 5 years. Turnaround time for testing is approximately 8 – 12 weeks. English documentation is accepted.

  • DOC is declaration of conformity but it needs FCA evaluation
  • COC x DOC, depends on the telecommunication layer
  • The 3 year COC approval may need annual fees (quality documents as well)
  • FSS (Encrypting) approval is also mandatory for most of the telecom devices, Multiple models and Local importer is required
  • Your importer may need RFC (import permission) depending on the product
  • Approval turnaround is very slow, a local report (based on international reports) must be issued in Russia by the certification body

Belarus

  • Safety: Mandatory for most of the IT Equipment
  • EMC: Mandatory for most of the IT Equipment
  • Radio: Mandatory for any radio interface
  • Telecom: Mandatory telecom interfaces (not Ethernet)

Kazakhstan

  • Safety/EMC: Mandatory for most of the IT Equipment
  • Radio: Mandatory for some radio devices
  • Telecom: Mandatory telecom interfaces
